The results of the study show that Law No. 2 of 2004 concerning PPHI has carried out institutional reform and mechanism reform in resolving labor disputes which are marked by the choice of settlement methods, the establishment of PHI, the elimination of the appeal institution, and time limits in handling cases. This is to further ensure the creation of a sense of justice for the parties to the case, according to Law No. 2/2004, dispute resolution is prioritized through negotiations to seek consensus outside the court. One thing that is very encouraging for the development of our labor law is the inclusion of PHI as a special court under the district court in the hierarchical structure of the general judicial environment. In addition to the Religious Court, the State Administrative Court, and the Military Court. Creating industrial relations is in order to find a balance between the interests of workers, employers and the government, because these three components each have their own interests. For workers, a company is a place to work and at the same time a source of income and livelihood for themselves and their families and for employers, a company is a place to exploit capital in order to gain the greatest possible profit.
