Inhibiting factors in the implementation of conditional leave (CB) for prisoners in Class IIA Kendari Penitentiary are: a. Internal factors consist of: 1. Violation of the Rules of Procedure, for example if the prisoner who is temporarily given a CB commits a violation, namely abusing other prisoners or trying to escape; and. 2. Length of the Process of Files for Granting Conditional Leave (CB). b. External factors consisting of: 1. The community is restless and afraid of the presence of prisoners who receive conditional leave (CB) in their environment (society). 2. Committing a new violation or crime so that his/her Conditional Leave (CB) rights will be revoked and processed with a new crime. 3. No guarantor for the prisoner. 2) Efforts to overcome obstacles in the implementation of conditional leave (CB) for prisoners at the Class II/A Kendari Prison, namely: a. Improving Human Resources (HR) for employees, employee welfare, and religious guidance. b. Religious guidance for prisoners such as; short boarding schools for inmates. c. Holding socialization or legal counseling to the community about the implementation of Conditional Leave (CB) so that it can change the negative public view of prisoners who are undergoing Conditional Leave (CB).
