Abstract

This paradigm shift in the implementation of regional government occurs due to changes in our constitutional system that is more democratic so as to produce legal products that are responsive to the demands of both individuals and various social groups in society so that they are better able to reflect a sense of justice in society. The Regional People's Representative Council (DPRD) is an element of local government whose composition reflects the representation of all regional people and their composition and members are those who have been sworn / promised and inaugurated by decision of the Minister of Home Affairs on behalf of the President in accordance with the results of the General Election and Appointment, Regional People's Representative Council in order to realize an institution that is able to carry out democratic values and absorb and fight for the aspirations of the people and Regions according to the demands of the development of national and state life. Important role in the democratic system, closely related to regional autonomy. Especially in Baubau City.
