The obstacles experienced by Community Counselors at the Kendari Class II Correctional Center in providing assistance or in carrying out their roles include: a). Information from law enforcement who are Bapas partners in providing assistance is often submitted late to Bapas, b). Lack of community counselor members (HR), c). Lack of training activities to increase the insight of community counselors in order to improve the performance of guidance, supervision, and assistance to child clients and e). The failure of Community Counselors to accompany children from the time the child is arrested until they are processed, later when the process is underway they are asked to accompany the perpetrator.
