KAJIAN ASPEK LINGKUNGAN HIDUP PADA PENGUKURAN PEMBANGUNAN DESA DI KABUPATEN WAKATOBI

Abstract

ABSTRAKPenelitian ini menggunakan pendekatan deskriptif kuantitatif untuk menelaah keberpihakan instrument pengukuran kualitas pembangunan desa, baik melalui IPD maupun IDM, serta hubungan antara jumlah anggaran desa dan IDM terhadap Indeks Ketahanan Lingkungan masing-masing desa. Data penelitian ini bersumber dari data sekunder, berupa jumlah anggaran desa pada tahun 2016 dan 2017, serta Nilai IDM dan IKL pada tahun 2017. Hasil kajian menunjukkan bahwa IPD belum mengarusutamakan indikator dan variabel lingkungan hidup, sedangkan IDM memerlukan penyesuaian variabel untuk menambah ‘kedalaman’ dalam merepresentasikan keberpihakan terhadap lingkungan hidup. Terkait anggaran desa dan IDM pada tahun 2017, menunjukkan bahwa jumlah dan peningkatan anggaran desa belum berkontribusi pada peningkatan IKL, sedangkan tingginya nilai IDM relevan dengan peningkatan IKL, namun pada kasus yang lain, desa dengan IDM rendah dapat juga memiliki IDM yang tinggi. Untuk itu dibutuhkan keberpihakan semua pihak, khususnya kebijakan Pemerintah Desa dalam meningkatkan IKL dan IDM. Kata kunci: IKL, IDM, Pembangunan Desa ABSTRACTThis study uses a quantitative descriptive approach to examine the alignment of instruments measuring the quality of village development, both through IPD and IDM, as well as the relationship between the number of village budgets and IDM with the Environmental Resilience Index of each village. The data of this study are derived from secondary data, in the form of the number of village budgets in 2016 and 2017, as well as IDM and IKL values in 2017. The results of the study indicate that IPD has not mainstreamed environmental indicators and variables, whereas IDM requires variable adjustments to add 'depth' in representing alignments towards the environment. Regarding the village budget and IDM in 2017, shows that the number and increase of the village budget have not contributed to the increase in IKL, while the high IDM value is relevant to the increase in IKL, but in other cases, villages with low IDM can also have a high IDM. For this reason, all parties need to be aligned, especially the Village Government's policy in increasing IKL and IDM.Keywords: IKL, IDM, Village Development
