ANALISIS PENGENDALIAN BIAYA DAN WAKTU PADA PROYEK PEMBANGUNAN PASAR ANDOOLO UTAMA KEC. BUKE KAB. KONAWE SELATAN

Abstract

Abstract Project success is influenced by several factors, namely cost, quality, and time. Therefore, an integrated cost and schedule control system is needed so that the monitored parameters can show the exact condition of the project. Eraned Value Method is a method that compares the work that has been completed with the budget provided so that it is known if there is a deviation. This study aims to determine whether the implementation of the project deviates in terms of cost or time. This research uses the Eraned Value Method. The data obtained in this study are RAB, time schedule, and weekly progress reports. This control uses 3 indicators, namely BCWS, BCWP, and ACWP, then analyzes the variant assessment and performance index and estimates the final completion of the project on cost and time. The results of the Earned Value Method analysis obtained until the last week the value of BCWP BCWS and ACWP = BCWP. For the last week's value CV= Rp.0 and CPI= 1,000 and SV= –Rp.602,802,280.76 and SPI= 0.933. The estimated cost for the remaining work (ETC) is Rp.0 and the estimated project completion time (EAS) is 29 weeks. This cost on the project is within the planned budget but has a deviation on the planned schedule which is for 1 week from the planned time of 28 weeks. Abstrak Keberhasilan proyek dipengaruhi beberapa faktor yakni biaya, mutu, dan waktu. Karena itu diperlukan sistem pengendalian biaya dan jadwal terpadu agar parameter yang dipantau dapat menunjukkan dengan tepat kondisi proyek. Eraned Value Method merupakan metode yang membandingkan pekerjaan yang telah diselesaikan dengan anggaran yang disediakan sehingga diketahui bila terjadi penyimpangan. Peneleitian ini bertujuan mengetahui apakah pelaksanaan proyek terjadi penyimpangan baik dari segi biaya atau waktu. Penelitian ini menggunakan Eraned Value Method. Data-data yang diperoleh dalam penelitian ini RAB, time schedule, dan laporan progress mingguan. Pengendalian ini menggunakan 3 indikator yakni BCWS, BCWP, dan ACWP kemudian dianalisis penilaian varian dan indeks kinerja serta perkiraan penyelesaian akhir proyek pada biaya dan waktu. Hasil analisis Earned Value Method diperoleh hingga minggu terakhir nilai BCWP BCWS dan ACWP = BCWP. Untuk nilai minggu terakhir CV= Rp.0 serta CPI= 1,000 dan SV= –Rp.602.802.280,76 serta SPI= 0,933. Perkiraan biaya untuk pekerjaan tersisa (ETC) sebesar Rp.0 dan perkiraan waktu penyelesaian akhir proyek (EAS) adalah 29 minggu. Hal ini biaya pada proyek sesuai anggaran yang direncanakan namun mengalami penyimpangan pada jadwal yang direncanakan yakni selama 1 minggu dari waktu yang direncanakan 28 minggu.
