Abstract
Implementasi smart economy diharapkan memberikan manfaat nyata, seperti efisiensi pelayanan publik, perluasan akses pasar UMKM, peningkatan kesejahteraan masyarakat, serta penciptaan lapangan kerja baru berbasis teknologi. East Kolaka Regency faces economic development challenges due to its reliance on the primary sector, limited business diversification, and low adoption of digital technology. These conditions hinder optimal and inclusive economic growth. The implementation of a smart economy is viewed as a strategic solution to enhance efficiency, innovation, and local economic competitiveness. This study aims to assess the region's readiness for digital transformation by analyzing the Gross Regional Domestic Product (GRDP), the potential of Micro, Small, and Medium Enterprises (MSMEs), and supporting infrastructure. Findings indicate that agriculture, forestry, and fisheries still dominate the GRDP, while MSMEs are mostly composed of micro and small enterprises. Major challenges include uneven digital infrastructure, low technological literacy, and complex licensing processes. Recommended development strategies include digital marketing for MSMEs, improved transportation access, and digital skills training. The implementation of a smart economy is expected to generate tangible benefits, such as more efficient public services, broader market access for MSMEs, increased community welfare, and the creation of technology-based job opportunities. Through a collaborative and integrated approach, East Kolaka has the potential to become a successful model for leveraging digital innovation in regional development
