To improve the welfare of underprivileged communities, the government organizes various social assistance programs. In Bacukiki District, Parepare City, the data collection and distribution of social assistance is still conducted manually, from data collection and recipient validation to aid distribution adnd reporting. This process is inefficient, prone to human error, and difficult to adapt to changing administrative needs and government policies. This study aims to develop a website-based social assistance information system using a hybrid waterfall-agile method. The waterfall approach was applied during requirements analysis, Software Requirement Specification (SRS) documentation, and system architecture design, while, the agile approach was used during implementation, testing, and iterative system improvements through two development sprints. The first sprint focused on core system features and usability improvements, while the second sprint focused on integrating the AHP-TOPSIS-based recommendation module and improving administrative features. Black-box testing results showed that all main features met functional requirements with a validity level of 90%. Furthermore, usability testing using the System Usability Scale (SUS) showed a score increase from 60.625 in the initial test to 69.25 after development iterations. These results demonstrate that the hybrid waterfall-agile approach supports adaptive and flexible system that aligned with user needs.
