Abstract

This study aims to measure the level of the public safety and comfort index in Batang Regency from the perspective of the 1945 Constitution of the Republic of Indonesia, which affirms the state’s obligation to protect the entire nation and all of Indonesia’s territory. The research method employed is a quantitative approach using a survey technique involving 400 respondents selected through proportional random sampling from 15 districts. The research instrument refers to four main dimensions: (1) safety from disasters, (2) fulfillment of social welfare, (3) protection and utilization of diversity, and (4) safety from violence. The results show that the average public safety and comfort index in Batang Regency is 89.52, categorized as very high according to Rosna’s (2014) criteria. The dimension with the highest score is safety from violence (93.59), followed by protection of diversity (92.17), social welfare (89.14), and safety from disasters (83.18). These findings indicate that, in general, the people of Batang Regency feel safe, protected, and have their basic needs met, although disaster mitigation still requires priority improvement. The results of this study are expected to serve as a basis for formulating regional policies to sustainably maintain and enhance public safety and comfort.
