GAMBARAN PENERAPAN SISTEM MANAJEMEN KESEHATAN DAN KESELAMATAN KERJA (SMK3) DI PT PELINDO IV (PERSERO) CABANG KENDARI TAHUN 2020

Abstract

Abstrak Setiap perusahaan wajib menerapkan SMK3 yang terintegrasi dengan sistem manajemen perusahaan. PT. Pelindo IV (Persero) cabang Kendari merupakan perusahaan yang menerapkan SMK3 tapi belum terlaksana secara maksimal. Penelitian ini bertujuan untuk mengetahui gambaran penerapan SMK3 di PT. Pelindo IV (Persero) Cabang Kendari tahun 2020. Jenis penelitian ini adalah kualitatif dengan pendekatan fenomenologis. Teknik pengumpulan data meliputi wawancara, observasi, dan telaah dokumen. Informan pada penelitian ini, yaitu informan kunci sekretaris P2K3 sedangkan informan biasa yaitu, Manager SDM dan anggota P2K3. Penetapan kebijakan terlaksana dengan adanya keputusan Direksi PT. Pelindo IV (Persero) tentang Pedoman Pelaksanaan Keselamatan dan Kesehatan Kerja di Lingkungan PT. Pelindo IV (Persero) dan dilakukannya sosialisasi. Perencanaan K3, yaitu pemeliharan alat pemadam kebakaran, penyediaan alat pelindung diri, melakukan pemetaan area berisiko, dan kegiatan simulasi bencana serta yang bertanggung jawab tim P2K3. Pelaksanaan perencanaan K3 terlaksana dengan adanya pihak mendukung, yaitu tim P2K3, sarana dan prasarana, serta pelatihan yang diikuti di kantor pusat. Pemantauan dan evaluasi kinerja K3 dilakukan setiap minggu sedangkan pemantauan oleh pihak eksternal dan internal setiap enam bulan serta adanya pemantauan kesehatan pada pekerja yang bekerja di potensi bahaya tinggi. Peninjauan dan peningkatan kinerja SMK3 didapatkan bahwa penerapan K3 sangat efektif dan berpengaruh terhadap produktivitas kinerja serta belum ada pengkajian kecelakaan karena belum pernah terjadi kecelakaan yang fatal. Pelindo IV (Persero) Kendari branch is a company that implements OHSMS but has not been carried out to the maximum. This study aims to find out the description of OHSMS implementation in PT. Pelindo IV (Persero) Kendari Branch in 2020. This type of study was qualitative with phenomenological approach. Data collection techniques include interviews, observations, and document review. Informants in this study consisted of key informants namely secretary of P2K3 and regular informants namely HR Manager and members of P2K3. Determination of policies carried out with the decision of the Board of Directors of PT. Pelindo IV (Persero) on Guidelines for implementation of Occupational Safety and Health in the Environment of PT. Pelindo IV (Persero) and also carried out socialization. OHS planning, namely the maintenance of fire extinguishers, the provision of personal protective equipment, mapping risky areas, and disaster simulation activities and responsible P2K3 teams. The implementation of OHS planning is carried out by supporting parties, namely the first aid team, facilities and infrastructure, as well as training followed at the head office. Monitoring and evaluation of OHS performance is conducted weekly while monitoring by external and internal parties every six months as well as health monitoring in workers working in high hazard potential. OHSMS performance review and improvement obtained that the implementation of OHS is very effective and affects performance productivity and there has been no assessment of accidents because there has never been a fatal accident.
